HOA Board Meeting Minutes 1/10/19


A regular meeting of the Woodland Farms HOA Board was called to order at 6:15 PM.

Present


Board members present were Allison Bentley, Bryan Hiel, Lisa Kraft, Liz Lewis, and Gerre Slaton. Absent members were Jimmy Smith and Kathy Nelson. A quorum was present.

Neighborhood members in attendance were Melodi and Scot Trower, and Dale Slaton

Approval of Minutes


The November 1, 2018 minutes were read and approved by the Board with a motion made by Hiel and a second by Bentley.

Old Business


1.      Entrance Sign is completed: JL Bentley did a great job on the metal information board that will be installed at the entry/exit area. He also came in $200 less than was expected. The Board thanks the Bentleys for their time and fine design.

2.      Swing set and tables at park is tabled: An updated bid for the park’s swing set equipment, freight, installation, and woodchip bedding was higher than budgeted. Additional quotes will be sought. Motion to table the discussion made by Hiel and seconded by Kraft.

3.      Above-ground pool covenant restriction determination is ongoing: Legal counsel is being sought to provide a legal opinion on the reading of the covenants. This will be voted on at the next board meeting. 

New Business

1.      Treasurer’s Report: The Treasurer presented the month-end financial report for December indicating an HOA fund balance of $18,483.52. HOA Dues are due March 31. Invoices were mailed out the 14th of January. There are 86 homes paying $400 each for a total of $34,400. Of the $400, $160 is set aside for road maintenance and improvements of $13,760 for 2019.


2.      Ice/Snow Removal was provided last month by Heartland Landscape Group. The maintenance crew under contract with the HOA salted and scraped the entrance three times.

3.      Roads are no longer cracking and washing out: The company hired to make repairs and provide maintenance of our neighborhood streets sealed all of the cracks prior to the rain we received over the last two months. Sectional repairs will continue this spring. The HOA is budgeting for a black seal-coat over all the surface (through the annual assessments) over the next three (3) years.



4.      Lawn maintenance bids will be sought in the spring: The HOA will also ask for pricing to install holiday lighting at the entrance in 2019.





5.      Covenants Committee:

a.       Boat and trailer storage: The Board voted to send the Covenants Committee out for a violation check with a motion made by Slaton and a second by Bentley.

b.      Pet without owner: The Board voted to fine for violation with a motion made by Hiel and a second by Bentley.

c.       Excessive dog barking covenant complaint process is ongoing: The Board and neighborhood members heard from the Covenant’s Committee representative, Dale Slaton, about his follow up to a written violation complaint.

Meeting was adjourned at 8:01 PM with a motion made by Kraft and a second by Bentley.

The next HOA monthly meeting will be held on February 7 at 6:15.

HOA Board Meeting Minutes 11-1-18


Opening


A regular meeting of the Woodland Farms HOA Board was called to order at 6:19 PM.

Present


Board Members Allison Bentley, Bryan Hiel, Lisa Kraft, Liz Lewis, Kathy Nelson, Gerre Slaton, and Jimmy Smith were present for a quorum.

Neighborhood members in attendance: Bob Lewis and Fran Brewer

Approval of Minutes


The October 4, 2018 minutes were read and approved by the Board with a motion made by Smith and a second by Bentley.

Old Business


1.      Entrance Sign Update: Under construction

2.      Pizza in the Park Update: 45 neighbors attended

3.      Ditch Erosion at Entrance Update: Storm water measures have been installed at the north and south sides of the entrance.

4.      HOA Board Liability Insurance Update: The Board is continuing to obtain quotes.

New Business:

1.      Welcome Committee Update: None, no new households


2.      Architectural Committee Update: Fran Brewer was unanimously nominated to the Architectural committee to serve with Bob Lewis and Amberlea Smith.


3.      Swing set and Tables at Park Update: A quote has been obtained for $1,400 with a 30% fee for install. The Board will continue to plan for this park addition and hope to have the swing set and tables in place by late spring.

4.      Annual Assessment Update: There are 86 homes in Woodland Farms. Annual HOA dues are $400 per year. At least $160 of that amount will continue to be earmarked for road improvements and maintenance in 2019. A motion to approve the current assessment was made by Hiel with a second by Bentley.

5.      Above-ground Pools Update: The Board is still collecting information and seeking an attorney’s opinion regarding the interpretation of the covenant.

6.      Road Repairs Update: The HOA Board has interviewed a road repair and maintenance contractor and checked references after receiving an additional bid for services. The Board approved hiring a contractor for road repair and maintenance with a motion made by Smith and a second by Kraft.

7.      The 2019 Budget was approved with a motion made by Heil and a second by Kraft.

Other Business

1.      Treasurer’s Report: The Treasurer presented the month-end financial report for October indicating an HOA fund balance of $55,315.09.




New Business introduced by neighborhood members:

1.      Ongoing concern over swimming pool restrictions

2.      Ongoing concern over road improvements

HOA Board Meeting Minutes 10-4-18


Opening


A regular meeting of the Woodland Farms HOA Board was called to order at 6:14 PM.

Present


Board Members: Bryan Hiel, Lisa Kraft, Liz Lewis, Kathy Nelson and Gerre Slaton were present for a quorum.

Neighborhood members in attendance: Natalie and Jamin Jones, Jeff Anthony, and Janette Bell

Approval of Minutes


The September 6, 2018 minutes were read and approved by the Board with a motion made by Hiel and a second by Lewis.

Old Business


1.      Collections Update: All HOA dues are paid for 2018. VENMO and Paypal are not viable options to pay annual HOA dues at this time. Cash, check and cashier’s checks are accepted.

2.      Entrance Sign Update: The J. L. Bentley sign proposal is approved with the change in steel post supports instead of wood.

3.      October Fall Festival at the Woodland Farms Park: “Pizza in the Park” has been scheduled for October 28 from 4-6 with the HOA providing pizza, bottled water and cookies based on an RSVP count to the committee. Notification has also been provided on Facebook and the Nextdoor App.

4.      Ditch Erosion (at entrance): The HOA board approved a $1,300 bid to install storm water measures on the north and south side of the entrance to prevent road washout and flooding.

New Business:

1.      Welcome Committee Update: Janette, Mary Jo and Allison have provided 25 welcome packets of information and a dessert to new homeowners in the last 2 and a half years.


2.      Architectural Committee Update: The architectural committee is looking for 2 more members.


3.      Treasurer’s Report: The Treasurer presented the month-end financial report for September indicating an HOA fund balance of $55,842.80.


4.      Budget for 2019: The HOA President and Treasurer presented a draft 2019 HOA Budget at the September HOA meeting and has requested further discussion and adoption of a 2019 Budget at the next HOA meeting in November.

5.      Annual Assessment 2019: There are 86 homes in Woodland Farms. Annual HOA dues are $400 per home. At least $160 of that amount is earmarked for road improvements and maintenance.

6.      HOA Insurance: The HOA President has received an estimate for annual Directors and Officers liability insurance for the HOA board members for $1,300. A vote is expected at the next meeting.

7.      Road Repairs: Only one bid has been received for road repairs and maintenance. The HOA board is working to obtain two more bids so three can be presented to the HOA Board for vote at the next meeting.

8.      Aboveground Pools: The HOA board voted to seek a legal opinion regarding the covenant interpretative of the prohibition of above-ground pools in Woodland Farms. 

9.      Swing set and Tables at Park: A discussion of the addition of a swing set at the park was met with enthusiasm and a bid will be sought to present at the next HOA meeting.
